The passport of anti-terrorist security of objects (territory) is a document providing information on the security state of a building, construction, facility, other object being a place of mass stay of people. The main document regulating the necessity of Passport is Federal Law No.35 issued on March 6, 2006 "On Counteracting Terrorism".
The place of mass stay of people is the territory of common usage of a settlement or a city district, or a specially designated territory, or a building, construction, facility or other object, where can be more than 50 people at the same time.

According to the Government Resolution No. 272 issued on March 25, 2015 all objects with a capacity of more than 50 people belong to the category of potential danger where can be committed a terrorist act.
The category is assigned by a special commission, which is formed by the executive state body (head of the municipal entity) in whose territory the facility is located.
The passport of anti-terrorist security is developed in 5 copies and is subject to coordination with the territorial division of the Ministry of Emergency Situations, the territorial division of the Ministry of Internal Affairs, the territorial division of the Federal Security Services.
