REGISTRATION OF DANGEROUS PRODUCTION FACILITIES

MOSTECHEXPERTISE provides assistance in the registration, re-registration and liquidation of hazardous production facilities in accordance with the requirements of Federal Law No. 116-FZ, issued on July 21, 1997 "On Industrial Safety of Hazardous Production Facilities".

Registration procedure of hazardous production facilities is regulated by:

- Federal Law issued on Luly 21, 1997 No. 116-FZ "On industrial safety of hazardous production facilities";

- Rules of objects registration in the State Register of hazardous production facilities (approved by the Government Resolution No. 1371 issued on November 24, 1998);

- Administrative regulations of the Federal Service for Environmental, Technological and Nuclear Supervision for the execution of the state function for the registration of hazardous production facilities and conducting the State Register of hazardous production facilities (approved by Order No. 606 issued on September 04, 2007);

- Temporary order of conducting the State Register of hazardous production facilities (approved by the order of Rostekhnadzor No. 31-rp of March 19, 2013).

- Requirements for conducting the State Register of hazardous production facilities in the part of assigning names to hazardous production facilities for the purposes of registration in the State Register of hazardous production facilities (approved by Order No. 168 of 07/07/2011).

Hazardous production facilities are enterprises, workshops, plots, sites and also other production facilities, where can occur emergencies that pose a threat to life, health, property  and the environment.

Hazardous production facilities, depending on the level of potential danger of accidents on them are divided into four classes of danger:

I hazard class - objects of extremely high hazard;

II hazard class - high hazard facilities;

III hazard class - medium hazard objects;

IV hazard class - low hazard objects.

 Hazardous production facilities registration and conducting the State Register of hazardous production facilities are carried out by the Federal Service for Environmental, Technological and Nuclear Supervision - Rostekhnadzor.

 

Registration of hazardous production facilities.

The procedure for submitting documents to the registration authority for re-registration and receiving a certificate is similar to the registration procedure of facilities.

Registration procedure of hazardous production facilities:

1. Identification of hazardous production facilities;

2. Preparation of documents on hazardous production facilities for the registering authority;

3. Documents submission to the registering authority;

4. Obtaining a certificate of registration of a hazardous production facility.

Based on the identification results, a hazardous production facility must be given a name in accordance with Rostekhnadzor Order No. 168. The facility name should be given, based on the signs of its danger analysis, determining which of the signs most accurately characterizes the type of activity carried out at the facility. It is necessary to choose the name of the hazardous production facility from the corresponding part of Rostekhnadzor Order No. 168.

По результатам идентификации опасному производственному объекту должно быть присвоено наименование в соответствии с Приказом Ростехнадзора №168. Присвоение наименования объекту осуществляется на основании анализа всех выявленных на нем признаков опасности: определив, какой из них наиболее точно характеризует вид деятельности, осуществляемый на объекте, необходимо выбрать наименование опасного производственного объекта из соответствующего раздела Приказа Ростехнадзора №168.

Resulting the identification:

- the form of the dangerous production facility is filled in;

- the document is developed containing information characterizing a hazardous production facility.

 

For the hazardous production facilities registration, the operating organization must submit to the registering authority information about each of the facility within a period of not more than 10 working days from the date of their commencement.

This information includes the following documents:

1) application;

2) hazardous production facility registration document with the set  hazard class;

3) information characterizing each hazardous production facility;

4) additional information on hazardous production facilities and the operating organization (if it is necessary to confirm the correctness and completeness of the identification);

5) the safety rationale of a hazardous production facility in cases mentioned in par. 4, article 3 of Law No 116-FZ.

Documents for hazardous production facility registration is submitted to the regional registration authority according to the organization location as written in its Charter.  

Registration time of hazardous production facilities is 20 working days from the date of applying. The time may be increased when registering more than 100 hazardous production facilities within the organization, as well as when  additional documents are demanded by the registration body.

Re-registration of hazardous production facilities.

The procedure for submitting documents to the registration authority for re-registration and receiving a certificate is similar to the registration procedure of facilities.

For the hazardous production facilities re-registration, the operating organization must submit the following documents to the registration authority:

1) application;

2) hazardous production facility registration document with the set hazard class;

3) information characterizing each hazardous production facility;

4) certificate of the hazardous production facility or its duplicate  that was issued before;

5) additional information on hazardous production facilities and the operating organization (if it is necessary to confirm the correctness and completeness of the identification);

6) the safety rationale of a hazardous production facility in cases mentioned in par. 4, article 3 of Law No 116-FZ.

When re-registering a hazardous production facility, the previously assigned registration number is retained, unless the registering authority is changed (in case of a change, a new number is assigned).

 

Liquidation of hazardous production facilities.

For the hazardous production facilities liquidation, the following documents are submitted to the registration authority:

 

1) application;

2) hazardous production facility registration document with the set hazard class;

3) certificate of the hazardous production facility that was issued before;

4) copies of documents confirming:

- liquidation and decommissioning of a hazardous production facility.

The confirming document may be the organization order on the liquidation of the facility, the project documentation for the liquidation of a hazardous production facility that has passed the industrial safety expertise with a positive expert conclusion.
